Slave server failover service is failed after slave server reboot

We have two DSS V6 servers one is Primary and another is secondary. On Primay failover node status was showing Primary/Active and on Secondary node status was secondary/pasive. So everything is fine.

We rebooted secondary server and now Failover service is showing failed and node status is inactive. Primary server is running fine with staus Degraded. How can I start the failover service on secondary server without doing anything on Primary server. So secondary server node status show me as secondary/passive. I tried to start failover service manually on secondary server but no luck.
