It is still the case. If you create a new target and add it to the iSCSI failover you have stop the failover service. As a result, the virtual IP address is down. So before you have to turn off all servers that communicate with the virtual IP address (and that can be done only in the maintenance window)!
Are there any attempts to change that in the future? Perhaps with an update?
