I think if you want to cut the costs and use mixed SSD/HDD configuration, best would be to assign SSD drives as extended cache for the controller.

Also worth checking settings of your FC cards in SanSurfer. I have had this problem before and changing settings on HBA to point-to-point connection sorted out the issue.

Check your RAID consistency - from my experience timed out scsi commands can point to faulty drive or backplane.
