Boot media is USB. Why is that a problem? Hasn't ever been in the past, and it's a supported config, right? Hang on.....I got in finally and it said my version needed to be activated, randomly. I reactivated fine. And my speed returned to normal. Wierd. Hinkey.

Your issue of re-activation being triggered, could be a sign of failing boot media. Yes, USB is supported, but most USB media is only good for a few years and starts to flake out, showing the behavior you describe.
